Andrée Robichaud, President & CEO
Andrée Robichaud has extensive experience over the last two decades as a health care executive. Most recently, she was the Interim President and CEO of the Scarborough Rouge Hospital and has served as President and CEO of the Rouge Valley Health System, Thunder Bay Regional Health Sciences Centre, Thunder Bay Regional Research Institute, and the Vitalité Santé Regional Health Authority in Bathurst, New Brunswick. Ms. Robichaud also brings strategic planning and policy development experience as the former Associate Deputy Minister of Health with the Government of New Brunswick. Ms. Robichaud is an active participant in the community and has chaired the Conference of Federal Provincial Deputy Ministers Advisory Committee on Health Delivery and Health Human Resources. She was also board member on the Atlantic Cancer Research Institute, the Ontario Telemedicine Network (OTN), HealthPro, and Plexxus. In 2013, she was honoured by being appointed to the Medical Council of Canada. Ms. Robichaud is a graduate of the Université de Moncton, where she earned a Bachelor and a Master’s degree in public administration.

John Kattenbusch - VP, Corporate Services and Provincial Shared Services Supply Chain
John Kattenbusch has held a senior executive position with Central Health since May 2005. Currently, Vice President Corporate Services & Provincial Shared Services Supply Chain, he is the Chief Financial Officer for the Authority and is responsible for Corporate Services that cover Finance, Facility Maintenance and Engineering, Dietary Services, Environmental Services and Provincial Shared Services – Supply Chain. Prior to joining the Senior Leadership Team at Central Health, John served as the Assistant Executive Director of Finance for the former Central East Health Care Institutions Board, a position he held for six years. Prior to that he worked in the private sector with Molson’s a major beverage manufacturer in Canada.
John holds a Bachelor of Commerce - (Honours with a concentration in finance) degree from Memorial University and is a member of the Association of Chartered Professional Accountants of Newfoundland and Labrador. He holds the professional designation of Certified Professional Accountant and is a Fellow of the Association of Chartered Professional Accountants of Newfoundland and Labrador (FCPA).
John was and is involved with several professional and volunteer organizations and groups in Newfoundland and his community. He has served as the President of the Kiwanis Club of Gander, Treasurer for the Society of Management Accountants of Newfoundland, Treasurer for the Newfoundland Branch of the Canadian Mental Health Association and was a board member of the Public Accountants Licensing Board of Newfoundland and Labrador.

Vanessa is responsible for Health Information & Technology, Privacy, Talent & Culture, and Quality Improvement.
Joanne Pelley - VP, Integrated Health and Chief Nursing Executive
Joanne's career has been focused in nursing and nursing leadership spanning across the care continuum of Population Health, Community Health, Ambulatory Services and Acute Care. In addition to her nursing knowledge and experience, Joanne brings 19 years of experience in formal leadership roles, including her most recent experience as the Regional Director for Surgical Services prior to her appointment to the Senior Management Team. Joanne has been with Central Health and it’s legacy boards since 1995.
Joanne holds a Bachelor of Nursing and Master of Nursing from Memorial University. She is engaged in quality improvement initiatives at Central Health and is committed to enhancing the collaborative team approach to delivering quality person and family-centred care.
Joanne is responsible for many of the clinical service programs, including Emergency & Medical Services, Surgical Services, Families, Children & Population Health; Medical Imaging, Laboratory Services, Pharmacy, Primary Health Care and Community Services (Community Nursing, Community Supports, Mental Health and Addictions, Long-Term Care, and Rural Health), as well as Site Operations at both regional referral centres. Joanne is also the Chief Nursing Executive responsible for Nursing practice within the organization.

Madonna Sparkes - Patient Experience Advisor
Since retiring from teaching in 2002, Madonna’s passion has been volunteerism. In the last 18 years, her volunteerism has centered around serving the needs of her community. She has served as both Mayor and Councillor of her rural community nestled along the Bay of Exploits. In her community she partnered with the Wellness Coalition to establish a wellness/active living group. She ministers with her church community as Lay Reader, Extraordinary Minister of the Eucharist, Choir Member, and Lead for Chapel Services at the Dr. Hugh Twomey Health Centre and Killick Retirement Homes in Botwood. Madonna also volunteers with community organizations such as the 4-H and Lions Clubs.
As Co-Chair of the Community Advisory Committee for Exploits she has participated in collaborative groups for Mental Health and Aging Population.The one activity she holds dear to her heart is being a Co-Facilitator with the Improving Health My Way course for the last 8 years.
During the last year Madonna has become a Patient Experience Advisor on Central Health's Patient & Family Advisory Council, which she currently co-chairs. As Patient Experience Advisor she has assisted in the re-design of the Medical Imaging Department, participated in a welcome video for new employees to Central Health, reviewed and evaluated new policies and issues, sat on a National Advisory Committee with the Institute for Safe Medication Practices, and is currently a member of the selection committee for the VP of Medical Services/ Chief of Staff and the Physician selection committee panel. She has also been a member of the interview panel for several of Central Health’s Managerial positions. Madonna is a member of the Senior Management Team and is quite often the face of the patient/family at corporate events.

Craig has a responsibility for a range of community services such as Mental Health and Addictions, Community Supports, Community Health Nursing, Long Term Care and Rural Health Services.
Craig has 13 years of progressive management experience within the healthcare system. He has a Bachelor of Recreation and Masters in Healthcare Leadership.

Dr. David Carroll, Interim VP Medical Services & Chief of Internal Medicine
Dr. David Carroll is continuing in the interim role of VP Medical Services for the time being. He is an internal medicine physician at James Paton Memorial Regional Health Centre, and is currently the Chief of Internal Medicine and interim Chief of Staff at that site.
Dr. Carroll completed a Bachelor of Electrical Engineering from Memorial University of Newfoundland, followed by a medical degree from Memorial University. He then completed his residency in Internal Medicine through Memorial University, and a fellowship in General Internal Medicine (GIM) becoming the first person in the province to have completed the new GIM training program. During that time, he completed a fellowship in Echocardiography at the Ottawa General Hospital and is one of two echocardiographers within Central Health. He subsequently completed a Master’s degree in Healthcare Quality and Patient Safety through Queen’s University, and is actively involved in Quality Improvement projects at Central Health.

Dr. Monika Dutt, Medical Officer of Health
Dr. Dutt is a Public Health and Preventive Medicine specialist and Family Physician. She has worked as a Medical Officer of Health and family doctor in Northern Ontario, Northern Saskatchewan, Nova Scotia, and several First Nation communities. She has lived in Cape Breton for eight years, doing a mix of public health, patient care and non-profit work. Her focus has been on healthy public policy, social determinants of health, communicable diseases and other key public health areas. She has an eight-year old son and loves running, biking, and spending time outdoors.
